“The test of our progress is not whether we add more to the abundance of those who have much; it is whether we provide enough for those who have too little.”

Hi, I’m Jessica
I know what it takes to make change: it starts with good policy on Day One.
For those that don’t know me, hi, I’m Jessica Schubel, former senior White House official who advised President Biden and Vice President Harris on health care and aging policy issues. I started on Day One of the Biden-Harris Administration, so I know first hand how important it is to have good “Day One “ policy to move the ball forward.
As a results-driven thought leader, I helped craft and implement the legislative Medicaid and Affordable Care Act provisions enacted by Congress during the Biden Administration as well as the various regulatory reforms affecting these programs.
Having also served in the Obama Administration, I am a seasoned executive with a strong history of leading large cross-functional teams, generating buy-in, and implementing complex initiatives and policies. I am a strategic thinker who develops big picture views of both the political and policy landscape to design policies to improve the lives of millions of Americans.
After spending four years at the White House, and many more years in public service, I am highly skilled at navigating government bureaucracy and processes, and have an extensive network to tap into. With over 15 years of policy experience, I am a resourceful problem solver who works well in fast-paced, high-pressure environments that require quick decision-making and adaptability.
Working in DC, I understand the importance of compromise and bipartisanship to make change. I always say, “Modest progress is still progress.” I grew up in a small, rural town in western New York, and graduated from Syracuse University and the George Washington University. I am a proud DC resident who loves to bake and take (slow) walks with my 12 year old pit-lab mix, Roxie. Feel follow me on LinkedIn and X, especially if you want updates on health care and aging policy, Roxie, and my baking projects!
